House Bill 3080 

HB 3080 proposes creating an “Internet Gaming Act” to legalize online casino gaming (iGaming) in Illinois. Under the bill, internet gaming would only be lawful when conducted by a licensed operator or an approved management services provider under contract. 

A licensee may offer no more than three “individually branded internet gaming skins” (distinct brands under the license). The platform used must satisfy location, age-verification, responsible gaming, and technology standards. 

Additionally, it authorizes a 25% privilege tax on internet gaming revenue to be deposited into the State Gaming Fund. 

The bill also allows emergency rules for implementation and updates administrative procedure law. It also addresses diversity procurement goals, home-rule limitations (municipalities), and acceptance of out-of-state wagers. 

HB 3080 was Introduced and referred to committee; as of yet not enacted.

Senate Bill 1963

SB 1963 is the companion Senate version to HB 3080 and likewise aims to establish the Internet Gaming Act in Illinois.
