iGaming Ontario (iGO) has appointed Joseph Hillier as its President and CEO, effective September 8, 2025. The board emphasizes his strong track record in building up the Canada online casino market.
Hillier previously served as Chief Strategy Officer and Corporate Secretary at the Alcohol and Gaming Commission of Ontario (AGCO). Before AGCO, he led the creation and launch of Canada’s first private-sector iGaming market.
He also helped form iGaming Ontario while serving as Chief of Staff to Ontario’s Attorney General Doug Downey. The agency chose Hillier over interim leader David Smith.
The iGO board praised Hillier’s deep knowledge of the Ontario iGaming landscape and cross-sector experience. They called him the ideal leader during this critical growth phase.
Ontario’s regulated online casinos, including real money online casinos, continue to expand. The board will rely on Hillier to steer this momentum in the competitive Canada online casino market.

Hillier will guide iGaming Ontario toward delivering stronger AML systems for operators. The board has highlighted his role in driving development of anti-money laundering tools.
He will also oversee deployment of a centralized self-exclusion platform. The agency aims to allow bettors to opt out of multiple or all online casinos in one step.
The iGO board of directors is keen on assisting Hillier as their new President and CEO:
