D.C. Mayor Bowser Proposes Legalization of Poke in the State

Washington D.C. Mayor Muriel Bowser has introduced a proposal to authorize live poker, blackjack, and bingo in the city. 

The plan aims to revitalize the District’s economy and create new opportunities for residents. Lawmakers and city officials are reviewing the proposal, which could also attract tourism and increase tax revenue.

D.C. Mayor Bowser’s Proposal to Legalize Poker, Blackjack, and Bingo

Mayor Bowser unveiled the Poker and Blackjack Gaming Authorization Act of 2025, which seeks to authorize live poker and blackjack tournaments for residents aged 18 and older. The act also includes provisions for bingo events and outlines regulations for game operations.

Bowser emphasized the economic benefits, stating, “They tell me it’s hot. Poker can help revitalize the city’s economy.”

The legislation aims to regulate and tax gaming events, providing revenue streams that could fund city programs. Deputy Mayor Nina Albert supported the measure, noting, 

“This proposal represents a major opportunity to grow jobs and support small businesses in the District.”

However, the proposal was unsuccessful and didn’t reach the final draft of Council Bill 26-0265. But the mayor announced at a press conference on Tuesday that she’s ready to give it another try.

City officials are optimistic that this renewed proposal will gain traction.

Washington D.C.’s Current Economy

Washington D.C. faces economic challenges with an unemployment rate of 5.2% as of August 2025. Officials believe legalized gaming could help address job gaps and attract tourists.

Revenue projections suggest poker tournaments alone could generate tens of millions of dollars annually in tax income. Moreover, supporters argue that attracting visitors from nearby states, such as Maryland and Virginia, could further boost local businesses.

Additionally, legalizing poker could also pave the way for regulated US online poker sites. This will allow residents to engage in virtual tournaments while adhering to city regulations. This would place D.C. alongside other U.S. jurisdictions that benefit from online poker taxation.

Mayor Bowser plans to work with the City Council to advance the Poker and Blackjack Gaming Authorization Act of 2025. The proposal includes regulations, taxation, and licensing structures for live poker, blackjack, and bingo events.

If passed, the legislation could create new jobs, generate tax revenue, and boost tourism, while also allowing D.C. residents access to regulated poker events and US online poker sites
